 Vendor Policy

 Vendor Definition-A vendor is any person or company selling goods or services to libraries.

 The library will adhere to the following vendor practices:

 
1. In compliance with current policy, all vendors must provide a copy of their current physical address along with accounts receivable address, Federal ID number, North Carolina merchant ID, three references (preferably library references), and when applicable proof of liability insurance. 

2. Vendors are responsible for remitting North Carolina sales tax.

3. Vendors providing more that $500 goods or services within one calendar year must complete a vendor contract application.

4. Contract applications must be signed and dated by the library director.

5.  Vendor must accept responsibility for their sales and provide within reason quality products or services. 

6. Vendors when applicable must be eligible to submit a bid in compliance with North Carolina statutes. Note: All construction projects will be required to submit a bid.

7. Vendor must agree to a nondisclosure statement pertaining to release of library patron or employee records when applicable. 

8. Vendor must disclose terms of purchase to library purchaser in writing before purchase is final. 

 
Conflict of interests disclosure: no "employee" whether full-time, part-time, hourly, temporary, their spouse or minor child, may sell in any one occurrence to any library employee, either directly or indirectly, any goods or services in excess of $1,000 unless pursuant to an award or contract let after public notice and competitive bidding.

The library reserves the right to revoke vending privileges to any vendor at any time.
